Senator Frank Ruff and Delegate-elect James Edmunds are expected to meet with members of South Boston Town Council members this evening when they meet at 5:45 p.m. in Council Chambers on Yancey Street. The council plans to meet with the legislators to discuss issues and concerns for the upcoming General Assembly session that will get under way in January.
Also on the work session agenda, Paul Comes, director of government and community affairs with Comcast Cable, is slated to discuss the company’s franchise agreement negotiations with council.
The finance committee, comprised of Chairman W. R. Snead, Ed Owens and Coleman Speece, will hear an update on the monthly financial statement by Finance Director Erle Scott.
The current issues committee, comprised of Chairman Morris Bryant, Sandra Thompson and Mark Morris, is scheduled to hear the board of viewers’ report on closing an unopened right of way between Parker Avenue and Hamilton Boulevard.
At a council meeting earlier this month, Ianthia Singleton Johnson spoke in favor of closing an unopened 25-foot right-of-way lying between Parker Ave. and Hamilton Blvd. during a public hearing.
No one spoke in opposition to closing the right-of-way, and council subsequently authorized town staff to appoint the three-member board of viewers to study the site, determine the fair market value of the property and make a recommendation to council.
Also tonight, the current issues committee is expected to discuss the recent community meeting held on the town’s comprehensive plan.
The South Boston Planning Commission unveiled its draft of the town’s long-term Comprehensive Plan 2030 earlier this month at The Prizery.
South Boston is updating the town’s long-term comprehensive plan used by local leaders and citizens as a guide to make decisions on neighborhoods, housing, transportation, business development, tourism, public services and facilities, recreation, land development and the environment.
According to Town Manager Ted Daniel, Comprehensive Plan 2030, Progress and Preservation on the Dan, is a public document that serves as South Boston’s guide for the future.
The 126-page plan looks at existing conditions within the town and makes general recommendations for the future, planning for about 20 years into the future.
Daniel explained the plan is developed with input from citizens and guidance from the planning commission, and ultimately will be adopted by the town council.
After its adoption, the plan will provide a framework for important decisions in the community such as where growth should occur, how land should be used and where spending priorities should be placed for the next 10 to 20 years, he added.
Although general in nature, the plan also provides the legal basis for zoning and subdivision regulations, Daniel said.
The community meeting focused specifically on planning for three special areas of South Boston, including Riverdale (gateway corridor development and Crossing of the Dan River), North Main Street, (College Street to Hamilton Blvd.) and the SVHEC area (Bruce to Ferry Street, toward Main Street).
Over the past year, Hill Studio planners, landscape architects and architects have worked with town officials, representative interests and citizens to develop planning and development concepts for discussion in those three areas.

A public hearing is scheduled to be held Monday, Dec. 14.
• Discuss the planning commission appointments of members George Leonard, Brian Cheever and Patricia Nelson that will expire Dec. 31;
• Hear recommendations from the staff about purchasing the property at the northwest corner of Noblin and Logan Streets for storm water control; and
• Entertain a request from the Southern Virginia Botainical Gardens and Environmental Education Center to establish a park and public garden on the old Cotton Mill site.
